Nyllumia's population is mostly older Truscans, Retired Guardians, couples, and Young Truscan's who are still in training to become Guardians.
In the Desert Capitol there is a large Transporter that Truscan's use to travel to different planets, universes, and times when they've come of age to start training to become a proper Guardian. Therefore, Truscan's can live in any place they wish. To help fit in with inhabitants, Truscan's can change Forms to suit their new homes and help them fit in.
Truscan's are only allowed to leave when they've become Guardians and are very rarely born off planet. When the parents conceive off planet, they often return to raise their children back on Nyllumia, or sometimes leave them with older family if they still have jobs to do off-world.

The use of Magic on the Truscan home world is very strict, Laws are in place for Every Truscan to keep misuse of magic to a bare minimum. Using Magic on another Truscan due to discontent, even because you're frustrated, is actually punishable by jail time and parole. The only Truscans who won't have nearly as harsh a punishment are those who have not yet come of age, however, the older they get, the more strict the rules.
It is frowned upon greatly to use ones powers for malicious intent, and if the council decides it, a Truscan can actually be stripped of their Guardian title and taken to jail or outcast into the badlands as a punishment and not allowed to return to the planet that they were assigned to.
The misuse and abuse of powers off planet is also very strictly forbidden, Truscans with bad temperaments are often kept on planet so that they can be monitored for longer periods of time before they're allowed off world. Once Trust is established with the council, even Truscans with attitudes are allowed lenience to travel, however, are required to come back in limited amounts of time to recharge.

Several older Truscans from each district are in charge of learning the personality, strengths, and weaknesses of young Truscans, and play a large part in the children's lives to make sure they know where each child is emotionally and in their abilities.
